Peran Strategis DPRD dalam Peningkatan Pelayanan Publik Melalui Pengembangan Sistem Informasi Manajemen di Kabupaten Bangka Barat

This study aims to analyze the strategic role of the Regional House of Representatives (DPRD) in improving public services through the development of a Management Information System in West Bangka Regency. Digital transformation in government administration has become an important requirement to achieve effective, transparent, and accountable public services. In this context, the DPRD holds legislative, budgeting, and oversight functions that normatively play an important role in supporting the implementation of Electronic-Based Government Systems (SPBE).This study employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation, while data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña. The results indicate that the role of the DPRD of West Bangka Regency in the development of management information systems remains largely administrative and has not yet become fully strategic. The legislative function has not produced specific regulations related to a regional digital transformation roadmap. The budgeting function is still oriented toward annual allocations and has not been directed as a long-term investment. Meanwhile, the oversight function tends to focus more on administrative compliance rather than evaluating performance and the impact of information systems on public service quality.The study concludes that strengthening institutional capacity and improving the digital literacy of the DPRD are necessary to enable it to play a more transformational role in supporting digital governance in West Bangka Regency
